  22. Would it be practical to complain to the phone company about the line
  23. quality?  Their line has to meet certain minimum specifications that
  24. perhaps someone would be kind enough to post here.  If it doesn't meet
  25. those requirements then the phone company has to do something about
  26. it... now getting them to act is a different story.  Real experience
  27. often shows that it can practically take a court order to get
  28. cooperation out of some phone services.
